Abstract

Digital transformation in public services is an important aspect in increasing transparency, accountability, and public participation in government management. This research aims to analyze the implementation of e-government at the Badung Regency Government Headquarters, as well as identify challenges and opportunities in the digital transformation process. Based on the results of interviews with related staff, it was found that although e-government has been implemented through several services such as SIDUMAS, LPSE, SAKIP, and LKPD, its development has not been carried out massively and centrally. Challenges faced include resistance to change, limited human resources in the field of technology, and lack of community involvement. On the other hand, opportunities to accelerate digital transformation include through the selection of State Civil Apparatus Candidates (CASN) involving the younger generation with high-tech skills, the development of mobile-based services, and intensive socialization of e-government to the public. This study suggests that the Badung Regency government should increase training for employees, develop mobile applications for easy public access, and strengthen e-government socialization to increase public participation.
