Abstract

The purpose of this study was to identify and analyze the application of ICT (Information Communication Technology) in improving public services and the barriers to the application of ICT in improving e-KTP services at the Population and Civil Registry Office of Southwest Aceh Regency. The research method was carried out at the location of the Office of Population and Civil Registration, Southwest Aceh Regency. The choice of place and research location was based on the reason that the researcher wanted to know and analyze cases of ICT application and e-KTP services in the office. This type of qualitative research with data sources consisting of primary data and secondary data. Research informants consisted of the Head of Service, staff, operators and the public who used the e- KTP service. Data collection techniques used observation, interviews, documentation and audio/visual materials. Data analysis techniques include data reduction, data display (data presentation), conclusions and verification. The results of the study found that the system of implementing the e-KTP service was implemented with a system of input, process and output data for applicants who are required to have an e-KTP and have been registered in the online system in the national population database. The form of the application of the e-KTP service is shown by the employee in serving the applicant in the form of communication, resources, disposition, and bureaucratic structure to ensure the realization of the expectation of increasing e-KTP issuance services
